Field Training Officer Griffin and Trainee Fry were entering Hillcrest Apartments to conduct directed patrol activities, they were told by a subject on a moped that there was a fight in progress within the complex. As officers approached the gate house, they spoke with the security guard and as he was in the process of providing additional information, officers heard gunshots being fired in the area of the #10 building. Field Training Officer Griffin and Trainee Fry requested additional units and entered the complex in an attempt to locate the active shooter. As they approached the #28 building, officers heard additional gunshots. Approximately 10-13 gunshots were heard by officers Griffin and Fry. A large crowd was running throughout the complex as officers from all districts arrived on the scene. A sweep of the complex was conducted to look for any injured persons and residents were advised by officers to return home or to stay inside their apartments. All residents, with the exception of one individual, complied with officers requests to do so. This individual (Rahfele Carleaf Rashae Harris, birth date 11/13/86) was verbally abusive to officers and displayed behavior indicative of aggressive action. Officer Freelan therefore utilized his pepper ball gun to gain compliance. Harris then fled into apartment 12-B. Once the complex was secured and no injured persons were located, officers returned to 12-B and took Harris into custody. Harris was charged with failing to disperse on command and with second-degree trespassing. Harris was released on a written promise to appear by Magistrate Lovell. A juvenile who was with Harris was not charged. The juvenile?s mother responded to the scene and he was turned over to her.
